On May 22, Accenture announced the opening of a new delivery center, part of its Global Delivery Network, in Monterrey, Mexico. This comes on the heels of an announcement in May of 2007 by TCS of its expansion into Mexico. Other companies with major IT facilities in Mexico include Perot, CSC, HP, IBM and Infosys.

What's the attraction? I had a chance to visit Mexico last fall and to see firsthand the tremendous effort that is going into making Mexico a player on the global IT stage. The Mexican government has created a program called Prosoft, sponsored by the Ministry of Economy, to make Mexico a leader in the IT sector through a program called MexicoIT. Administered by a private-sector organization called CANIETI, Mexico's Chamber of Commerce for Electronics, Telecommunications and IT, this program also includes the participation of a number of notable universities, including Monterrey Tech, the University of Nuevo Leon and others. These universities play an important role in creating the skill base of IT and engineering professionals that is growing rapidly in Mexico. Local state governments also participate and play a key part in the creation of a variety of local "innovation centers" such as have been created in Nuevo Leon, Jalisco and other states, in some cases in collaboration with the universities.

This unique public/private partnership is effectively making Mexico an attractive location for global companies, as well as serving as a growth platform for companies with their roots in Mexico like Neoris, Softek, World Software Services, and Sinapsis, which specializes in creating captive capabilities for enterprises and services/software companies.

Global Services companies are competing, in part, by building out their global workforce in order to deliver the right combination of skills, cost, quality and location to their clients. To use Accenture as an example, this expansion in Mexico brings its Global Delivery Network to 51 centers, with 6 in Latin America. Built around standardized methodologies and tools, this GDN gives Accenture great flexibility in sourcing work for clients around the world. Mexico's proximity to the United States is clearly a benefit, but more importantly, this effective Mexico IT partnership, led by Prosoft, is paying off.
